Update does not apply to my system

When I try to download and install an update, as suggested by the "Problem
Reports and Solutions" program, I'm told that the update does not apply to my
system.
I do not however receive this until the update has been downloaded and is
being nstalled.
Is this because the update has already been installed by "Automatic " update
or something else?
I do know that I have a 32-bit system and am trying to install the correct
updates!
If it's because the update is already installed, am I able to check this?
should it be listed in the "Installed programs/Updates"?

The reason I am trying to install an update is because it was suggested by
the "Problem Reports and Solutions" program!
Which update, is "Follow these steps to solve the problem with Windows
Vista" (KB938979) for one.
I follow the link to the Techinical information, select the link for the
32-bit download. Confirm validation and download. Then I try to install,
which is where I'm told "The update does not apply to my system".
