I have 3 critical Office updates that have failed the 5 time over 3 days that
i have tried them. I'm using XP Pro Svc Pack 2 think with Explorer 7.0 on a
recently totally upgraded PC connecting on DSL.
Why don't the uipdates take? They usually do.

You cannot install an Office 2003 service pack
http://support.microsoft.com/kb/884298

Step 2: Re-create the path of the original installation source in the registry
Especially for 80070643 if a registry cleaner is used

You receive an "Error 80070643" error message when you try to update Office 2003 by using
Software Update Services

On the other hand if you've recently used a registry cleaner then follow Peter Foldes
Advice:-

Use the following fix below. Please post back with result

1st Rename Office subkeys

Note: Removing the following registry keys may reset customized user
settings for your Microsoft Office programs.

1. Close all the applications.
2. Click on Start->Run, type in REGEDIT and click on OK.
3. Locate and select the following registry subkeys:

HKEY_CURRENT_USER\Software\Microsoft\Office\11.0
HKEY_LOCAL_MACHINE\Software\Microsoft\Office\11.0

4. Right click on 11.0 and rename them to Old11.
5. Close the Registry Editor.

2nd. Detect and Repair Office 2003

1. On the Windows taskbar, click Start, point to and click Control Panel.
2. Double-click Add/Remove Programs.
3. Click Change/Remove Programs on the left pane.
4. Highlight Microsoft Office Professional Edition 2003 on the right pane and click
Change.
5. Insert the correct version of CD when it requires.
6. Select "Reinstall and Repair" and click Next.
7. Select "Detect and Repair errors in my Office installation".
8. Click Install and wait the process to end.


3rd. Install the Updates

For my experience, we can refer to the following steps to download and
install Windows Updates manually:

1. Visit Microsoft Download Center: http://www.microsoft.com/downloads
2. Use the IDs of Windows Updates to find the download links. For example,
you can use the key word KB810243 to find the link to download update 810243.
3. Download the update and save it (them) to the Desktop.
4. Please install it (them) and check the result again.

If you have encountered any trouble when trying above steps, I strongly
suggest you capture the latest screenshot and collect the Windows Update log.
