Update error 0X8DDD003

My windows update icon is gone and when I go to the site for updates it
states that system admin has disabled this feature. I am system admin and
ran gpedit.msc to change this, still nothing. No icon and denied updates.
Turned off firewall and Norton and still same message. What am I missing,
do I need to reinstall XP Pro?

When trying to access the Windows Update site, you see the 0x8ddd003 error
The error message reads: Network policy settings prevent you from using Windows Update to download
and install updates. This error may occur if the Remove access to use all Windows Update features
group policy has been enabled by your system administrator.
