When I receive error code 646 after a failed update installation, I g
to the Microsoft Download Center (microsoft.com/downloads), search fo
the update code (KB number) and manually download and run the update
after accepting the agreement. This has worked for each of your K
numbers. However, this has not worked for KB982331, Security Update fo
2007 Microsoft Office System. See my post under Software problems fro
yesterday (6/19). I am still trying to resolve that one. Please let m
know how you do

1. Turn off UAC. Don't just lower down the restrictions - turn it off
completely.

How to Turn User Account Control (UAC) On or Off in Vista

2. Restart your computer for the change to take into effect.
3. Re-download Security Update for the 2007 Microsoft Office System
(KB982331) from the link below:

4. Install it.

Turning off UAC to install security patches is counter intuitive, is it not?
That's to be polite.

This bug has been known for zonks, and continues with Office 2010.

Isn't it time MS F-I-X-E-D the problem?

I should add,
of course, you need to reenable UAC again after the update files.
