I discovered what MAY have been causing this error for me. That and after I
momentarily fixed it I got a 80072EE4 error.
I have a gaming accelerator Killer M1 NIC that has an added .exe to increase
levels of performance. When I disabled the extra features the downloads
worked fine.
If you are experiencing a similar problem, but don't have a NIC like mine, I
suggest checking on latest drivers for it.
