Update files won't download

I have recently installed WSUS 3.0 on my network, and I am really
anxious to use it, but all of the updates either say that they have
not downloaded the update files yet, or that the download failed. If
it try to re-download any of the updates, I get the same outcome. No
update files will or ever have downloaded. I just installed the
server last week, and upon initial synchronozation, I have received
the same messages. WSUS was installed on a W2K3R2 server that runs
SQL 2005.

Probably permissions on the root folder and folders where the downloads are
being directed to. From the step by step guide:
Permissions
The following disk permissions must be granted to the specified users for
the specified directories:
1. Either the built-in group Users or the NT Authority\Network Service
account (on Windows Server 2003) should have read permission for the root
folder on the drive where the WSUS content directory resides. If this
permission is missing, BITS downloads will fail.
2. The NT Authority\Network Service account should have "Full Control"
permission for the WSUS content directory, usually
<SystemDriver>:WSUS\WsusContent. This permission is set by WSUS server setup
when it creates the directory, but some security software may reset this
permission. If this permission is missing, BITS downloads will fail.
3. The NT Authority\Network Service account should have “Full Control”
permission for the following folders in order for the WSUS Administration
snap-in to display correctly:
• %windir%\Microsoft .NET\Framework\v2.0.50727\Temporary ASP.NET Files
• %windir%\Temp

TRY THESES STEPS TO SOLVE YOUR ISSUE

Step 1: Re-register the relevant XML components.
================================================== ===
This issue can occur when the XML component is not working properly. Let's
refer to the following steps to get this issue resolved:

1. Click Start, Run, type: cmd and press Enter.

2. In the opened window, run the following command:

REGSVR32 MSXML3.DLL

REGSVR32 MSXML2.DLL

REGSVR32 MSXML.DLL


3. Please also install MSXML 3.0 SP7 from the following link:

Microsoft XML Parser (MSXML) 3.0 Service Pack 7 (SP7):

Step 2: Reinstall Windows Update Agent 3.0
================================================== ====
1. Please download the file from the following link:

http://download.windowsupdate.com/v7...gent30-x86.exe

2. Save the file to C: drive.

3. Click Start->Run, type: "C:\WindowsUpdateAgent30-x86.exe /wuforce"
(without quotations) and then press Enter to install the Windows Update
engine.

There is a space between "C:\WindowsUpdateAgent30-x86.exe" and "/wuforce"



Step 3: Clean up Windows Update temporary folder
================================================== === Click Start, Run,
type: cmd and press Enter. Please run the following command in the opened
window.

Net stop WuAuServ

2. Click Start, Run, type: %windir% and press Enter.

3. In the opened folder, rename the folder SoftwareDistribution to Sdold.

4. Click Start, Run, type: cmd and press Enter. Please run the following
command in the opened window.

Net start WuAuServ

After finishing each step, please try to access Windows Update again.
