I noticed that suddenly all updates hung after download and during
installation (Specifically the recent .NET ones)
At the same time it became evident that MS restore was not managing to set a
Restore Point.
A check of the System Log in th event viewer indicated that three services
were not starting properly (FTP publishing, SMTP and WWW Publishing)
The reason? I had taken the advice of Symantec Norton Internet Security and
blocked off a couple of ports to 'prevent trojans'
Opened up the ports and Lo! and Behold!
Beware!

I have very similar problems. Windows Update hangs during the "Initializing
installation..." phase (Auto update and manual update as well) Creating a
system restore point or restoring it does not finish either. I can however
restore the system to a restore point from safe mode. I guess, it is because
during safe mode the restore cannot be undone, and hence no new restore point
is created. I'm using Norton Internet Security as well, but I haven't blocked
any extra ports. I also have errors listed in the event log, that two
services (one of them is WWW Publishing) hung on starting, but I checked them
and they are running. (they just cannot start within the two minutes period,
that's why the event log is created)

Any ideas, what the problem could be?
