Update instilation error 0x8007F004

I have a small network running server 2003. I am trying to install an updated
version of 'Gibbs CAM' software on all of my clients. I get an error when
installing that I think is associated with windows installer. When I use
windows update to install 'Installer 3.1' it downloads and then fails durring
the install process on every client, along with every other update. Please
Help!!

I tried updating my server machine and it worked fine with 33 updates. I
tried the clients again hoping that would fix my problem but it didn't.

8007f004 = Insufficient privilege to perform update.

Were you logged on to the clients with Local Administrator privileges?

Does your network have any Group Policies prohibiting updates on the
clients?
