Update KB841533 causes Activation request

I did a clean install of XP Pro w/Sp1 on a new HD . Do the Auto Updates and
everytime I load KB841533 & reboot it states Windows must be activated
(already Done). Click to activate, next screen say "Windows is already
activated" click to exit.
Brings me back to "Log In screen" and starts the same cycle.
Uninstall it and it runs fine but unable to Update to SP2 without this file
installed.
Any Help would be apreciated.

Reboot to Safe Mode:
Reboot tapping F8 each second.
Select Safe Mode at the menu

Start/Run
Type "regsvr32.exe regwizc.dll" ENTER
Type "regsvr32.exe licdll.dll" ENTER

Reboot.
Activate again
Reboot
