my previous error message about Windows NT 4.0:
This issue may occur if Task Scheduler is not installed on your Windows NT
4.0-based computer. If the Mstask.dll file is not on your computer, the
security update that this article describes is not required.
My NT 4.0 machine was missing mstask.dll file. I copied all the mstask*
files from another NT machine to the appropriated directories on my NT
machine. I ran the install and it ran just fine.
