This worked here today, so give it a try :
************** I had the issue on my WinXP Pro SP2 pc and I created a new blank text document and renamed it asp.dll and saved it to %windir%\system32\inetsrv. Within a few minutes Windows automatically recognized the file as corrupt and extracted a new asp.dll file it appears from %windir%\LastGood\system32\inetsrv. I had done a previous search for this file on my hard drive that returned no results which indicates the file could have been compressed. Yippee!
I ran SFC to sync things and nothing happened. There was no ASP.DLL in %windir%\system32\inetsrv. I did echo >%windir%\system32\inetsrv\asp.dll and *poof* a 320K asp.dll showed up. I reran the install and everything worked. Thanks! I contacted microsoft about this problem because i had it too. The solution
was to download the patch from the microsoft.com website and then install it in safe mode. it worked for me.
