The first error code, 800736cc refers to an error in the language of the
update.
The second, 80246007, refers to a BITS error in regards to downloading
the update.
So, suggest you try a manual download of the update and SAVE it:
Vista 32 bit [x86]

Vista 64 bit [x64]

After the update is downloaded close all open browsers and programs.
Then install Windows6.0-KB941651-x86.msu .
Restart the system if prompted to.
Did that get the update installed ?
