Ottmar Freudenberger's method dealing with this one seems to work for most -

*Save* the file to a folder your harddisk (let me call it "C:\Downloads"),
do *not* execute it from within your browser.
Afterwards type the following under "Run" in the Start menu:
"C:\Downloads\WindowsXP-KB929338-x86-ENU.exe" /o
The parameter "/o" (o like overwriteOEM) should do the trick for you.
