Home PC, Dell, not networked, vanilla configuration just like the others, same fire wall
and antivirus as the others with the same settings. Only this one system opts to turn on
the Automatic Update by itself about every three weeks. True, I can turn it off again,
but if the system is on 24/7 it will update itself when it turns the Automatic Update back
on, which is what I do not want.

Those should ok as far as your symptom is concerned. Is this a home pc, or in a company
where perhaps your system administrator has put in group policies for updates ?
