Update license - "region code"

Hi. I was wondering, if the update license for Home Premium I have is only
working for the US version of Vista?
For example, I buy another copy of Home Premium update in a different
country, can I use that US license with that version too?

Because I don't see any option to change the whole language in vista...

Updating and upgrading Windows are two entirely different things, Sebastian.
