No problem. The error code means there's a file missing or security
software is preventing the update server from accessing the file.

If this issue is new, suggest you see:

Description of the System Update Readiness Tool for Windows Vista, for
Windows Server 2008, for Windows Server 2008 R2 Release Candidate, and
for Windows 7 Release Candidate
http://support.microsoft.com/kb/947821

Download the System Update Readiness Tool for Vista 32bit:
http://www.microsoft.com/downloads/d...0-b2903257f1fd

And run it according to the instructions.
The logs it creates are enumerated in the KB article IF it can not
resolve the issue.

The response was something like: "This update doesn't apply to your system"

I don't find the logs referenced on my system.

It's the Cox Security Suite and it has MdAfee Virus Scan and McAfee Personal
Firewall installed.

The Windows Firewall is turned off.

AKA McAfee Security Center freebie?

Has another McAfee application or a Norton application ever been installed
on this machine (e.g., a free-trial version that came preinstalled when you
bought it)?

It's the same thing.

The updating issue is being caused by the "free" McAfee software. I take
it this "software" is only available to install online, there is no way
to download and install it, correct ?
If you want the system to be able to update you'll need to uninstall
McAfee, run their clean up tool, and then install an antivirus that is
compatible with Vista.

http://service.mcafee.com/FAQDocument.aspx?id=TS100507

Free compatible antivirus software:

Avast
http://www.avast.com/eng/download-avast-home.html

Avira AntiVir Personal
http://www.free-av.com/en/download/index.html

Free firewall:

Online Armor
