Update # is "PerUpdate" regulated and can NOT download

In my WindowsUpdate log I have the same error message for about a week now
and I have no idea what the problem is. I guess it has to do with
Servicepack3, but then.... ? Any help/advice most welcome. I past part of the
WindowsUpdate log below. If more information is needed, please let me know.
