Though /your/ computer only "needs" Office 2007 SP2, IE8, and KB951847,
millions of other computers have needed many more than that this month (cf.
http://www.microsoft.com/technet/sec.../ms09-jun.mspx) and the
servers have a limited capacity, hence the Regulation (AKA throttling) of
your 3 *non-security* updates (especially).
Compounding matters, KB951847 has a long history of failing to install since
its first release in Feb-09. In hopes of addressing these failures, MS
re-released a revised version of KB951847 update package a week ago. See

You can install all of your pending updates via Microsoft Update website
(WinXP) or by running Windows Update manually (Vista) instead: Understand
that by doing so, you're pushing all other Automatic Updates users further
back in the queue (which may explain, at least in part, why Automatic
Updates hasn't brought them in for you yet).
