Update redux: Security Update, February 13, 2002 (MSXML 4.0) MS02-008

For the past 2 or 3 months I keep getting Windows Update messages indicating
that the following update/hotfix is available:

Security Update, February 13, 2002 (MSXML 4.0) MS02-008.

I always accept the update, and after the download and installation and
reboot is complete it is only a matter of a week before the very same notice
is brought to my attention by Windows Update that this "new" update is
available for downloading.

In short, I keep going around and around installing this update.

Any ideas why?
