Today's outlook 2003 windows update (KB923095) changes the default mail
client from Outlook Express (my preferred default) to Outlook.

Is there a way to prevent this from occuring each time an Outlook update is
installed?

That combination of circumstances & the result have been complained about for /eons/
No known solution.
Ironically, if you happen to have a non-MS email client, and you get an Outlook update, there's no problem.
