Update Service won't start - remains "Starting"

I'm helping a friend with their old computer. After installing SP3 and then
running Advanced Registery Optimizer, Windows Update won't work. As stated
above, the Update Service won't start. The status remains "Starting". I've
tried all the solutions I've found online, like re-registering dlls, clearing
Software Distribution folders, etc. but none works. Any suggestions
appreciated.
Thanks,
Pat

The only suggestions I can give is to stop using Advanced Registry Optimizer
because there is no such thing as Registry Optimizer. These software are
normally Advanced Registry Killers and so they destroy your system completely
beyond repair!

Hope this helps.

Think your Registry needs "cleaning" or "repairing"? Read
http://aumha.net/viewtopic.php?t=28099 and draw your own conclusions.

Format & reinstall Windows.

I'm hoping not to have to do that. I downloaded and reinstalled SP3 and that
got the Update Service running. Looks like the registry optimizer was a bad
idea and it's done. Any advice on correcting the problem appreciated.

At this point the Update Service and BITS are both running. I get the error:
0x80072EFD
from the Update Site.
