Update Shield Appears Bottom Right, Doesn't Download

I have Sony Vaio, 80 GB Disk, 1 GB RAM, XP Home. Every time I turn on
computer and it comes to desktop, Windows Update Shield appears with
Exclamation Mark at lower right corner, saying 0% Download. Does nothing,
then disappears after about 5 minutes. It's been doing this for months now.
I recently installed Norton Anti Virus 2006, which evidently takes control of
all Windows Update functions. Same thing happens. Will updates ever
download or at least have the courtesy to disappear forever?

Mark,

How to read the Windowsupdate.log file
http://support.microsoft.com/kb/902093

The WindowsUpdate.log is located in the WINDOWS directory (folder).
Open it and check for any error code (s).
You may need to show hidden files to view it :

What happens when you visit Windows Update via the link on the Start
Menu or from within Internet Explorer via Tools, Windows Update ?

It does /not/ do so. Norton Internet Security may take control of security
settings, instead of Windows Security Center, but not "all Windows Update
functions".

Windows Update says I am set to receive updates, but when I click to check
for Critical Updates, it processes for a long time, then gives me this error
message:

[Error number: 0x80072EFD]
The website has encountered a problem and cannot display the page you are
trying to view. The options provided below might help you solve the problem.

Norton's firewall has been known to cause exactly the problem you described,
and Norton products in general cause problems with a wide variety of
websites. (don't get me started on all of the problems with Norton software -
or their tech support)
try disabling your Norton software, then try the update site again. if that
doesn't work, try adding the windows update site to your trusted sites list.

Error number: 0x80072EFD means that your system can not connect with the
Update Server. This issue existed prior to the install of NAV 2006,
correct ?
Which firewall was being used when the issue first appeared ?
What antivirus|security software was installed prior to NAV 2006 ?
Is the system on a home network ?
If yes, does the router have a hardware firewall ?

Some "thing " is blocking the system's ability to access WU.

Even after disabling NAV 2006, thus without any antivirus, problem recurrs.
(1) Each time I power up the computer, yellow shield appears in lower right
of desktop, with ! inside it, says Downloading Updating 0%, then icon
disappears after a few minutes.
(2) Also, attempt to get critical updates continues to fail, per my
description below.
What else could be interfering?

Specifically, which updates are needed ? We can provide you links to
download them manually to protect the system while we get this figured out.
