Update Site Lists Updates That You Already Installed

I am running Win98SE, 6.0.2800.1106. Windows update continually asks to D/L
critical update 823559, even though i have loaded it many times. I saw
Article 319109 which seems to describe my problem, but the solution to modify
RegEdit was for WinXP. When i went into RegEdit, the description for finding
the correct key seemed different for WinXP than for Win98. Anyone have a
solution?
