Update stuck in 'do not turn off' cycle

I'm trying to help a friend at a distance. They are running XP3. Updates are
set to fully automatic. On shutdown the machine goes into the 'do not turn
off' message and says it will shut down on its own. It gets stuck in this
part. They've hard shutdown after an hour or so, but next time they go to do
a proper shutdown the same loop repeats.

They are not computer savvy, so I need a simple fix to help them get out of
this cycle.

The PC is a 5 year old Dell running 256MB RAM, and is slow... takes about 4
minutes to boot (reduced recently from over 20 minutes!)

Any help appreciated.

A rebuilding of the subfolders that deal with Windows Update may be in
order. See: How do I reset Windows Update components?

Have them download and *save* WindowsReset.msi. Advise them to use the
*Aggressive* option as that will rename the subfolders that are involved
with updating.
The system must be connected to the net as it will download and install
the Windows Update Agent.

And, it would be best to run WindowsReset.msi with XP in a Clean boot
state: How to configure Windows XP to start in a "clean boot" state

The above KB article has a Guided Help tutorial.

If a Clean boot is too difficult for them, ask them to temporarily
disable the installed antivirus/security suite and, if a 3rd party
firewall is being used, temp disable that and enable the native XP firewall.
