The 'Did you know?' is simply (AFAIK) a collection of tips - which should
change on every access to the page - so is not really relevant to this,
unless you're saying that it's the same every time you reboot, and/or access
the page. (having said that, I've just accessed it three times on this box
and got the same ' When you are connected to the Internet, ......' message -
although I haven't rebooted)
.....interesting - I was a bit slow in responding to the prompt from my
firewall to allow an outgoing connection for HELPCTR.EXE, and just received
the 'you need to be connected' message myself! - clicking on the Connect Now
button got me where I was supposed to go (<aside> Quiet, Figgs!!</aside>) -
and no further hassle.
Check that ZoneAlarm isn't blocking HELPCTR.EXE at all - (TCP or UDP out,
c:\Windows\PCHEALTH\HLPCTR\Binaries\HELPCTR.EXE)
