update window will not finish error=1

I am unable to get the updates page to finish. In the bar on the bottom of
the page there is "opening page
http://update.microsoft.com/microsoftupdate/v6/toc.aspx?In=&error=1..." The
green bar at the bottom fills and sits there. I have enabled as much
scripting etc as I can find. I use norton firewall which I have used for
years. This is new.
