Update for Windows XP (KB916595) failure

This update for Windows XP (KB916595), i am trying to install for a lng time
but failing & gives an Error Code: 0x80070002 . Please help to resolve thanks

The System cannot find the file specified Windows could not start the
Background Intelligent Transfer service on the local computer.
Norton can cause issues with BITS. Having it actively monitoring the system
along with AVG will cause more issues.
Disable one of the AVs from real time monitoring of the system

Then repair BITS:
