Use RegMon. It's probably a permissions problem with some key.
The log probably won't give you enough clues about what one it is,
even if you try using the /verbose option for a manual install from the
command-line.
BTW the KB now sanctions this diagnostic technique.
Search for RegMon in recent articles.

Ignore the title. Just use the article for its technique.
E.g. Method 3. Step 2. You may have to modify the filter
