You said the services are started but did you set them to "Automatic"?
Apparently, it isn't good enough for them to be started. On my system,
setting the "Automatic Updates" service to "Automatic" startup just prior to
visiting the windows update site is sufficient. There was no need for me to
start/restart the service, it just needs to be set to "Automatic".
