updated service pack 3 now stuck in endless reboot loop

My boyfriend downloaded SP3. His computer started bursts of freezing and
wouldnt shut down. He shut it down manually then when started up again it
goes no further than the Microsoft start up screen then it turns its self off
then immediately restarts its self over and over again.
Can anyone tell us why this is happening? He is/was running XP Home.

Tried safe mode/system restore?

Microsoft has not yet released SP3 to the general public.
I guess your friend downloaded an unauthorized version
and as a consequence, it corrupted his system.
