after they have been installed,I'm using xp pro.I keep getting a low disk

No. If you delete them, your computer no longer has the hot fixes and
updates, and is once again vulnerable.

No it's not.

It is safe to delete all the folders identified as $NtUninstallKB******$.

DO NOT delete the $hf_mig$ folder.

Deleting these folders ONLY removes the ability to uninstall the
hotfix/patch/update.

No, if you uninstall the updates in Add/Remove Programs, you remove any
benefit that they provide.
However the uninstall files may be safely deleted:

Some of the steps give information on safe files to delete.

You will probably not save much disk space, if you do it is a short term fix
only.
You should immediately consider getting a larger hard drive.
