updates caused me to not be able to open any downloads from web

net framework update , usb drivers update and updates bios,update windows , I
cant install web downloads in software because it tells me in error message
that windows installer service could not be accessed, either windows in safe
mode or windows installer is not correctly installed, contact support
personnel for assistance. Also downloaded windows installer 2.0 and windows
installer 3.0, and windows installer 3.0 update. Help ,me get back on track
here please. the software downloaded will not open.
