I can only interpret the behavior, Paul, I didn't write the application and
can't explain why it appears to be working differently.
Check Windowsupdate.log (%windir%\Windowsupdate.log, typically
C:\Windows\Windowsupdate.log) for errors associated with the
download/install.

Compare errors to those listed here:
