Updates are ready... repeatedly

My client has a Windows XP Professional SP1 system, upgraded from
Windows 2000. A friend visited her and installed SP2, but due to
problems they then uninstalled it.

Now, the Automatic Updates system tray icon keeps saying "Updates are
ready for your computer. Click here to install these updates.", but
when you click, the icon just goes away. 5 to 10 seconds later, it
reappears, with the same message.

I want to get the system updated before re-trying SP2 - that's one of
the steps for preparing for the SP2 upgrade, and since I know it went
poorly, I want to be better prepared for going forward.

So, how do I find out what's going wrong with Windows Updates, and how
do I fix it?

Did you try to go to the window update web site instead ?

Yes. I have also found iuctl.cab, and installed it. After that, when
I went to Windows Update, it offered to install a new version of
Windows Update for me. This gave me hope, but now when I click on
"Express Install (Recommended): High Priority Updates for Your
Computer", it comes back with [Error number: 0x800A0046].

I've found an MS article about this error here:

However, I did what it said and still I'm getting [Error number:
0x800A0046].

There was one part I couldn't do. It said to go into Local Security
Settings and add Local System to the "Impersonate a client after
authentication" right. However, this right is not in the list of User
Right Assignments on the machine.

I'm still getting the same behaviour with the Windows Update system
tray icon, and in the WindowsUpdate log I see this:

If you have WU v5 (as evidenced by your log) I don't think that
that procedure applies. I think it was meant for WU v4 only.

Are you doing this with the Administrator or just a member of the
Administrative group?

BTW for this specific question you might get better help from an
XP security or admin newsgroup.

Others have reported this symptom and been given various suggestions
by MVPs or MSFT personnel. You could find those solutions by doing
a Google Groups search for:

80070005 OR 0x80070005 MSFT OR MVP group:microsoft.*.windowsupdate

(Sort by Date to get their latest thinking about this symptom.)


Today it happens to bring up Torgeir's comments to an XP Home user
with the suggestion to try using a subinacl command.
