UPDQ823559 failed, help!

windows 98se, IE6 sp1, office 2000 premium.
after installing several updates, the Belarc Advisor profile
shows UPDQ823559 reinstall!. note: that is the only one
among 19 other updates failing several attemps to solve.
yes, i have visited microsoft site:
http://support.microsoft.com/default...;EN-US;Q823559
no results. is there a solution to this problem?
