How do you upgrade windows 98 to windows 98SE without
buying windows 98SE?

A. You don't. You need to purchase a Windows 98SE CD.
Better yet, upgrade to Windows XP!

Copy a friend's CD to your hard drive and install it from there?

After the above, of course, go to Windows Update and secure your computer.

However, all the above is illegal and I would in no way recommend that you
do anything else but buy 98SE.
