Upgrade Home Premium to Business?

Can you upgrade a copy of Vista to a higher version after it is installed?

We have someone who just got a copy of Home Premium OEM on a new Dell and is
looking for Remote Desktop which requires Business or Ultimate.

I did read about the registry change but the person in charge gave a thumbs
down so I am looking to do it the legal way.

Are you looking to be a Remote Desktop Host or Client? If Client, there
really is no need to upgrade to Business to achieve that functionality when
you simply download the Remote Desktop 6.0 client software from the web:

If you want be a host, they you will have do a clean install of Vista
Business (upgrade not supported) or do an Anytime Upgrade from Home Premium
to Windows Vista Ultimate.
