Upgrade to Window Live Hotmail

I got an email from MSN service that there is a new version Window Live
Hotmail. I clicked the upgrade icon in the email but it failed to upgrade my
MSN Hotmail which I have regristered since 1998 to Window Live Hotmail. I
have another MSN Hotmail account and I could upgrade successfully.

How to upgrade the first one.

My account failed too but have no reason why? I'm located in Switzerland and
i could not find any hints that the service is not available for this
country... Why i can't upgrade then?

When I signed up back in beta testing it said it could take up to 2 weeks to
be upgraded. don't know if this still applies

It gave me some reasons that were not appliable to me: my account ID is owned
by its partner which has not offered some new features as provided by Live
hotmail; my location has not provided such new upgrade; aged under 13 and
under a guidance control.

I may suspect that it is a selective upgrade to some of its msn hotmail
users
