Upgraded memory from 2G to 4G windows is only showing 3G.

I recently upgraded my memory from 2G to 4G and windows is only showing that
I have 3G. When I boot my PC it shows 4G, but when windows starts running it
only shows 3. I've pulled each stick out individually and it still shows 3G
so one of the sticks isn't bad. How can I get windows to see all of my memory?

It is a limitation on the address space available for 32 bit operating
systems, to utilise 4Gb and above you need the 64bit version of Vista.
