upgrades when offline

I have Vista running on a laptop that is very rarely connected to the net. I
have noticed that even when it is not connected it will 'install upgrades',
last night spending a good 15 minutes doing so before I was allowed to shut
down.

If these upgrades were downloaded at a previous online session, why does it
wait for an offline session to install them?

(apologies if you've already encountered this post in the XP forum)

If you had told them to install when the icon in Notification appeared, it
would have. Since a restart was necessary for those updates, it waits till
you shutdown. You have the option to decline the install and wait till next
time.
