upgrades windows 98

I've been attempting to get upgrades from microsoft, but i'm denied acess.
the message states network setting prevent me from doing so. What does this
mean and what can I do to fix this?

Go to the Windows Update Troubleshooter
http://v4.windowsupdate.microsoft.com/troubleshoot/
In the Problem reaching Windows Update section, click on the link for
"Access Denied. Please check with your System Administrator (Windows 98 and
Windows ME)"
