I have been using Vista Ultimate on my 2 year old self built computer for six
months. I would like to upgrade my motherboard, CPU, and RAM. Can I do so
without purchasing a new license?

Provided you purchased retail and not a generic OEM copy, yes.

Yes. If the original install worked on your 'self built' machine, it will
work again on the second 'self built' system. If it has Not been 4 months
since the last 'authentication' you will need the 'phone in' option
available from the authentication dialog.

Sure.

You might have to activate again, but tht's no big deal. I just did this
very thing with an XP machine I have.

Yes, no problems there. You may have to Activate by Phone, though, rather
than having to use the online activation.

Yes. But you will probably need to activate again.
