Since you did not bother to quote prior text, and the "forum" you are using
does not bother to quote prior posts, I can only GUESS that you were
responding to Richard's post in which he said:

Note that he said your COMPUTER maybe does not have the right HARDWARE. If
your car doesn't have an engine, then it won't go, no matter how much
gasoline you put in it. And if your computer doesn't have USB 2.0 hardware,
then Vista can't help you read USB 2.0.
EVERY version of Vista supports USB 2.0 hardware IF that hardware is in that
computer, either from the factory or by using an add-on USB board. Maybe
your cousin's computer has the hardware and yours does not.
Can you tell us the make and model of your computer? And of your cousin's
computer?
