USB mouse driver prompt

After one the recent updates on Windows XP when you plug ina USB mouse,
windows is prompting for driver install. Users are supposed to click next,
but because they are users they don't know how to do it with the keyboard. Do
you know which update is causing this behaviour and is there a way to bypass
it.
