User Account...can not open

I am the administrator on the machine. I can log on without a problem. I
can set up a new user account for a second users...but when we try to open
the second users account it goes immediatly to the "log off" message.
What am I doing wrong...how can I correct?

1. I create the account... 2. login to that account... 3. as soon as the
desktop appears, the logoff message is there?

The desktop does not ever really open before I get the log off message. I
am using the released business bersion...down loaded under an
open liciencing agreement.
