user rights

hi ,
i m using windows vista home premium
i need to restrict a user as follows:-
not allowed to delete or edit or create any file or folder in total
harddsk..
not allowed to change any settings like wall paper , resolution , icons
in desktop etc..
jus like read only user.... pls help me too solve this
if not , is der any s/w available for that!!!!!!!!!!!!!!!!!!!!

fine... then allow creation of files alone.... otherwise jus exclude it
for system folders... or not allowed to delete or create folder in
total harddsk..
