userdata persistence error 0x800A0046

IE7 gives me the following error message when attempting to access updates:

Please change your Internet Explorer security settings
To save changes to your settings for this website, you need to enable
userdata persistence for Internet Explorer. Complete the steps below, and
then click Change settings to the left and try saving your changes again.
In Internet Explorer, on the Tools menu, click Internet Options.
Click the Security tab, click the Internet security zone icon, and then
click Custom Level.
In the Settings dialog box, scroll to the Miscellaneous section.
Under Userdata persistence , select Enable.
Click OK and when the security warning dialog box appears, click Yes.

Read more about steps you can take to resolve this problem (error number
0x800A0046) yourself.

The problem is that my setting IS set to enable

Remember, IE 7 is still in beta stage. You should use the latest
version of IE 6 if you want one that is current. Personally, I prefer
Mozilla Firefox because there are less vulnerabilities and you don't
have to deal with ActiveX.

I had the same issue, problem was with the dcom settings in my case.

I performed the steps shown in the link, but when I go to the default
properties tab, DCOM is not selected. When I select it, there are no options
listed for the Default Authentication level box, nor in the Default
Impersonation level box. I can't type anything and the drop-downs are empty.
DCOM Process Launcher is set to Auto and is running. Any ideas...
