Can anyone provide a table like this one, but for Windows Vista
instead of NT?

No luck with web searches so far. Guess I haven't found the magic key-

Curious myself, Steve -- but I don't know of any reference out there. I'd
love to know what those new bits control!

I had a look in my Vista registry and it is called UserPreferencesMask - note the 's'.
It's spelt the same in my XP sp3.

Doing a Google for UserPreferencesMask vista list

throws up lots of hits (including XP references).

Don't know if the spelling is really that relevant for your search.

First check your time zone setting is correct. Next, are you aware that
Windows will not adjust your clock if it's more than an hour out? Apologies
if I'm stating the obvious, but sometimes it's exactly this sort of thing
that gets overlooked.
