Using MS Outlook Express after SP2

After in installed SP2 I can open OE when I boot up. If I close OE, then try
to open it again, I get the Windows error chime with no error message. OE
won't open again until I reboot. How can I correct this situation. I already
went to the firewall site and added OE to the approved list, but that didn't
correct the problem.
