Using Vista CredentailProvider, want to link SFI_COMMAND_LINK to System application

I am working on Vista Credentail Providers. And I got a requirement to
give a link or button in the Winlogon desktop which opens an
application.

I am trying to use CommandLinkClicked for that purpose. Could anyone
please help me out how to call an application from vista logon page
using CommandLinkClicked?
